Pic18f46k22 I/O pins diode protection to VDD and VSS.

Need some advice.
I am going to put anywhere from 0 volts to 17 volts on the port through a 12k resistor. Directional signal on a golf cart.
I am going to read the port to see if the voltage is on or off. My understanding is the port will have a little over 5 volts when on and 0 when off so I can tell high from low.

Is my understanding correct? Any suggestions would be welcomed.
