The RSC4128 chip can not work correctly!!

hello,

I made the board myself according to the schematics on sensoryinc web,the VR-stamp and the VR-stamp programmer.But the processing unit
didn't work normally,the speaker say :''the trouble is stupid ,oh~~oh~~,'the trouble is stupid, I have never realized ....have .....minitues".I don't know what's the problem,and I can't and never load any application or data into the chip! Someone who knows the problem , help me ! please!
