reading two encoders with atmega16

hi dear
i wrote a code to read two encoders usin INT0 & INT1 (i am using ATMIGA16 MCU )my code read encoders successful but only increment if i change the direction it increment too cannot change the direction
please can you see my code and tell me my mistakes ?
