cannot get past "manage setups" in project creation

I get caught in a loop. I am asked for a setup to use in a new project and then I get the message "no setup found" click "manage setups".

Hi,

In the Manage Setups you can create your own setup which will be used in this project, or you can select one of the existing setups.
