Detecting CTS - setting RTS in USB click4

Using a Mikromedia 2.8" screen with PIC 32MX460L512 and USB click 4 for UART. The latter has pinout for CTS and RTS, of which I got info from you is connected to C2 and E8. Reading C2 will always give '1' from initialised state independent of CTS.
How to initialise the pins correctly to reflect the state of CTS and RTS (setting). define C2 as input and E8 as output. The sending/receivng data works fine.
