Errors starting debugger

After I build and program (Ctrl-F11) with "ICD Debug" turned on in Project Settings, when I press F9 to start the debugger I get two error message windows:

"mikroICD: -Error Starting Debugger -PIC Clock Error. OK" and "mikroElektronika ICD hardware not found. OK."
I am using the EasyPIC Fusion V7 with the 24J128GA310 MCU board with mikroBasic Pro for dsPIC version 6.21 and mikroProg Suite for PIC v2.34. I have no problems if I build and program Release software. It flashes the micro and runs the program.
I have the same problem with a mikromedia workStation v7 with a mikromedia for PIC18FJ module. Since I am a beginner I feel certain I'm doing something wrong but I can't seem to figure it out. I tried using different USB ports and a different computer but it still doesn't work. I opened a support ticket on it last June, #XBB-878-98389, but we were not able to find the cause. HELP!

Dear Rubbotron,

Have you tried to reinstall drivers for the board in install them as administrator?
First remove them like on the picture1:

, and install them like on the picture2:
Run as administrator.png

Regarding the ticket #XBB-878-98389, I can see that my colleague have suggest you couple of things but you didn't reply to it.
Can you please answer on that ticket?

Thank you for the reply, Aleksandar. I did reply to your colleague's email with all of the information she requested. I also tried your suggestion but it did not help. I sent a lot more information in my latest reply to Biljana but I thought I'd include two snapshots in this post. I've captured the programs I've installed as well as the USB Driver details screen.

Biljana solved this one for me. I'm typing the answer here so that someone else with a similar problem has this solution.

I had to go to Project, Edit Project, and then set the Emulator Pin Placement to "Emulator functions are shared with PGEC2/PGED2." The default setting, PEGEC1/PGED1, for the MCU P24FJ128GA310 caused the debugger not to function.
